Project Description

Retirement Living TV (RLTV) faced the classic start-up challenge: rapid growth without systematic processes. Operating under what leadership called “the tyranny of the urgent,” the company needed to transform from reactive firefighting to proactive quality management while maintaining entrepreneurial energy.

Project Goals

  1. Transform start-up culture from reactive to systematic
  2. Establish documented business processes across all departments
  3. Achieve ISO 9000 certification within four months
  4. Create sustainable knowledge transfer systems
  5. Build foundation for scalable operations
  6. Maintain innovation while implementing operational discipline
  7. Enable systematic performance measurement and improvement

The Strategy

  1. Define the System: Document quality objectives and processes
  2. Measure the Performance: Implement systematic assessment and auditing
  3. Drive Continuous Improvement: Establish ongoing enhancement framework

Approach, Methods and Controls

The efficacy of the transformation strategy rested on the ability to systematically convert implicit start-up knowledge into explicit, documented processes. For this reason, the comprehensive documentation and assessment methodology became mission-critical to the entire quality management effort.

DAWNING SYSTEMS’ approach was to develop a systematic framework that would provide the basis for both ISO certification and long-term operational excellence. This methodology was uniquely powerful due to the utilization of ICOM (Inputs, Controls, Outputs, Measures) process definitions and the specially created 91 Questions of Interest assessment framework.

Organizing Process Documentation

The process documentation for RLTV’s ISO implementation was organized around a hierarchical framework that reflected both strategic objectives and operational realities:

Strategic Level – Enterprise Core Competency (ECC):
  • 1.0 Distribution: Content delivery capabilities
  • 2.0 Marketing: Market reach and audience development
  • 3.0 Content: Core programming and editorial functions
  • 4.0 Audience: Viewer engagement and relationship management
Operational Level – Value Creation Flow:

The process hierarchy demonstrated systematic value addition through each stage:

  1. Value Proposition Development
  2. 1.1 Carriage (Content packaging)
  3. 3.1 Programming (Content development)
  4. 2.1 Advertising & Sales (Revenue generation)

Key Components of Process Definitions

Process definitions contained crucial information grouped into four main ICOM categories:

  • Inputs: Resource requirements and triggers
  • Controls: Policies, procedures, and guidelines governing the process
  • Outputs: Deliverables and outcomes produced
  • Measures: Metrics for performance assessment

Assessment Framework: The 91 Questions of Interest

RLTV developed a comprehensive assessment framework built around 91 critical questions systematically addressing all aspects of quality management:

Quality Foundation (Questions 1-5.6.3):
  • What does Quality mean for RLTV and each department?
  • How are quality objectives established and achieved?
  • How is quality supported at all organizational levels?
Resource Management (Questions 6-6.4):
  • How do we ensure adequate human and technical resources?
  • How do we address performance gaps and competence development?
Product/Service Realization (Questions 7-7.6.5):
  • How do we plan, design, develop and produce television content?
  • How do we transform customer requirements into specifications?
  • How do we control production and service operations?
Performance Measurement and Improvement (Questions 8-8.5.3):
  • How do we use progress measurements to improve performance?
  • How do we identify and address nonconforming products/services?

Process Area Documentation Creation

The documentation process led to the creation of comprehensive process libraries encompassing over 4,000 individual documents within the QMS. These documents were organized across 11 departmental areas, facilitating the execution of systematic quality management supporting strategic business objectives.

Details of the Documentation Framework:

Each process area consisted of multiple document types:

  • Procedures: Step-by-step operational instructions
  • Policies & Guidelines: Governing principles and standards
  • Work Instructions: Detailed task-level guidance
  • Forms & Templates: Standardized documentation tools
  • Records & Reports: Performance and compliance documentation

Example: Content Production Workflow

The team developed a complete profile of the content production workflow within the hierarchical process framework. This included all tasks related to content creation, the roles responsible for executing them, and the organizational objectives they aimed to achieve.

Through careful documentation of content production processes, the team identified systematic workflows from initial concept through final broadcast, ensuring no critical step existed without being part of a defined, documented process.

Controls and Quality Assurance

Several control measures were implemented to ensure the accuracy and effectiveness of the Quality Management System:

  • Documentation Control: All process documents followed strict version control and approval protocols
  • Regular Audits: Internal audit system with 40-question assessment framework rated on 0-5 scale
  • Management Review Cycles: Systematic review of performance, progress and improvement opportunities
  • Corrective/Preventive Actions: Formal problem-solving and prevention protocols
  • Performance Gap Analysis: Tools to identify and address discrepancies between objectives and results

Cornerstones for Success

1. Comprehensive Question-Based Assessment

RLTV’s success was built on a foundational principle: “Translating quality into reality is about our capability as an organization to consistently produce practicable answers to ninety-one (91) questions of interest.”
This systematic interrogation approach:

  • Provided complete coverage of all ISO 9000 requirements
  • Ensured practical application to television industry operations
  • Created departmental accountability for quality outcomes
  • Enabled measurable progress toward certification goals
2. ICOM Process Definition Framework

DAWNING SYSTEMS leveraged ICOM methodology to create detailed maps of RLTV’s operational processes. This approach:

  • Provided standardized framework for understanding process requirements
  • Allowed identification of gaps between current operations and quality standards
  • Facilitated discussions about process optimization across departments
3. Hierarchical Process Architecture

Using the process hierarchy framework, the quality management team conducted thorough organizational analysis:

  • Mapped current workflows against systematic process definitions
  • Used hierarchical structure to identify integration points and dependencies
  • Determined training needs based on process complexity and role requirements
  • Created comprehensive workflow profiles for each operational area
4. Systematic Performance Measurement

The 91 Questions framework and internal audit system provided quantitative assessment capabilities:

  • Conducted department-by-department evaluations using standardized criteria
  • Used assessment results to create organizational heat maps identifying improvement priorities
  • Leveraged measurement data to track progress toward ISO certification goals
  • Created systematic feedback loops for continuous improvement
5. Cultural Transformation Through Employee Engagement

The quality implementation emphasized employee empowerment rather than compliance:

  • Positioned staff as change leaders rather than change subjects
  • Used “owner-driven” approach where employees educated auditors about their processes
  • Avoided fault-finding in favor of systematic problem-solving
  • Created culture of continuous improvement rather than reactive firefighting

Outcomes Driven by the Quality Management System

  1. Rapid Certification Achievement: ISO 9000 certification obtained in 4 months, significantly faster than anticipated.
  2. Comprehensive Documentation: Over 4,000 documented processes, procedures, records and documents across 11 departments.
  3. Cultural Transformation: Successfully shifted from “tyranny of the urgent” to systematic operational discipline.
  4. Performance Visibility: Management gained clear visibility into performance gaps and improvement opportunities.
  5. Scalable Operations: Established foundation enabling growth without losing organizational knowledge.
  6. Employee Engagement: Staff became change advocates rather than change resistors through empowerment approach.

Lessons Learned

  1. A systematic, question-based assessment framework is crucial for comprehensive quality management implementation.
  2. Hierarchical process architecture provides essential structure for complex organizational transformation.
  3. Employee empowerment approaches generate significantly higher adoption rates than compliance-focused methods.

Testimonial

“The Molotov Cocktail and the Internal Combustion Engine work on the exact same principle of adding fire to fuel. However, they lead to two very different results… The difference comes from the fact that in an engine, the energy released from the explosive interaction of adding fire to fuel is channeled! Nine-tenths of innovation is channeling the combustive-energy of break-through thinking.”

“This audit is not about ISO, or Corporate goals or promised bonuses…. This audit is about a small band of believers on a cold dark day, huddled around the feeble fire of an obscure vision… From those early days that feeble fire has grown into what it is today….a conflagration of possibilities about to catch the winds of change and sweep across the vast plains of America’s consciousness.”
